The Constitution of the Republic of Bulgaria (Article 19, Paragraph 1) provides that justice in Bulgaria shall be administered by the Supreme Court of Cassation, courts of appeals, district and regional courts. Thus, the restoration of the courts of appeals and the three-instance court proceedings have been governed in a statutory way.
The Burgas Court of Appeals was established in December 1997 by a decision of the Supreme Judicial Council. A month later (on 14 January 1998) by a subsequent decision the Supreme Judicial Council determined the seat and the judicial area of the court. The Burgas Court of Appeals operates in the city of Burgas, in the building of the Palace of Justice. Its judicial area covers the areas of the District Courts of Burgas, Sliven and Yambol.
